Illinois Police beats up Special Needs student

This news report from Illinois shows a police officer kickin a kids ass for not tucking in his shirt. This takes place in a school that is for special needs students. WTF! I had cops in my school and they new not to beat the crap out of special needs people. What could drive someone to do this to some kid?
